दिल्ली की हवा ज़हरीली स्तर पर

नवंबर 2024 में दिल्ली ने अपने इतिहास का सबसे खराब air pollution का सामना किया। 18 नवंबर को राजधानी का Air Quality Index (AQI) 795 तक पहुंच गया, जो पिछले चार सालों में रिकॉर्ड किया गया सबसे ऊंचा level है। यह reading “severe plus” category में आती है और इससे public health के लिए गंभीर खतरा पैदा हो गया है।

November में लगातार बढ़ता प्रदूषण

नवंबर के पहले हफ्ते से ही दिल्ली की air quality deteriorate होती गई। 13 नवंबर को दिल्ली दुनिया का सबसे प्रदूषित शहर बन गया, जब उसने Pakistan के Lahore को पीछे छोड़ दिया। 17 नवंबर को AQI 504 पर पहुंच गया और अगले दिन यह 795 के peak level तक चला गया। कई monitoring stations पर तो AQI 961 तक record किया गया, जो किसी भी standard के अनुसार “hazardous” से भी कहीं ज्यादा खतरनाक है।

प्रदूषण के मुख्य कारण

विशेषज्ञों के अनुसार, इस साल के pollution crisis के कई कारण हैं। Stubble burning, जो Punjab, Haryana और Uttar Pradesh के किसानों द्वारा फसल के बचे हुए residue को जलाने से होती है, एक प्रमुख कारण बनी हुई है। हालांकि government ने ban लगाया है, फिर भी यह practice जारी है।

Vehicular emissions दिल्ली के प्रदूषण में लगभग 41 प्रतिशत का योगदान देते हैं। Construction dust और industrial emissions भी महत्वपूर्ण factors हैं। नवंबर में temperature drop और wind speed में कमी के कारण pollutants ground level पर trapped हो जाते हैं, जिससे smog और भी घना हो जाता है।

स्वास्थ्य पर गंभीर प्रभाव

PM2.5 और PM10 particles, जो सांस के साथ lungs में जाते हैं, लोगों के लिए गंभीर health risks पैदा करते हैं। इनसे respiratory infections, asthma, Chronic Obstructive Pulmonary Disease (COPD), cardiovascular diseases और यहां तक कि lung cancer का खतरा बढ़ जाता है। बच्चे, बुजुर्ग और पहले से बीमारियों से पीड़ित लोग सबसे ज्यादा vulnerable हैं।

सरकारी कार्रवाई: GRAP Stage-IV

Delhi government ने emergency response के तौर पर Graded Response Action Plan (GRAP) के Stage-IV को implement किया है। इसके तहत:

  • सभी construction और infrastructure projects पर रोक लगाई गई है
  • Grade 6 से 9 और Grade 11 के लिए schools को online mode में shift किया गया है
  • Non-essential light commercial vehicles पर प्रतिबंध लगा दिया गया है, सिवाय CNG और electric vehicles के
  • Government offices को 50 प्रतिशत capacity पर काम करने और बाकी employees को work from home करने की सलाह दी गई है
  • BS-III petrol और BS-IV diesel vehicles पर ban लगाया गया है

Artificial rain या cloud seeding का proposal भी सामने आया है, लेकिन scientists इसकी effectiveness को लेकर skeptical हैं।

Economic impact

Toxic air quality ने business activities को भी severely affect किया है। Small and Medium Enterprises (SMEs) को financial losses का सामना करना पड़ा है। 18 नवंबर को visibility इतनी कम हो गई थी कि कई flights और trains cancel करनी पड़ीं। Workforce productivity भी काफी घट गई है।

आगे का रास्ता

Experts का कहना है कि short-term emergency measures से काम नहीं चलेगा। Long-term solutions जैसे कि public transport को strengthen करना, electric vehicles को promote करना, industrial emissions पर strict controls लगाना और stubble burning के alternatives पर काम करना जरूरी है।

2024 में दिल्ली में एक भी “good” air quality day नहीं रहा। August में सबसे cleanest air record हुई थी जब AQI 52 था, लेकिन यह भी “good” category (AQI 50 से कम) में नहीं आया। December के mid तक air quality में थोड़ा सुधार देखा गया है, लेकिन experts warn कर रहे हैं कि temperature और गिरने पर pollution levels फिर से बढ़ सकते हैं।

International comparisons

दुनिया भर के pollution monitors ने दिल्ली को repeatedly world’s most polluted city के रूप में rank किया है। Swiss technology company IQAir ने कुछ areas में AQI 1600 से ऊपर record किया, हालांकि India का official AQI scale 500 पर capped है।

Supreme Court of India ने भी पहले दिल्ली के pollution को लेकर चिंता जताई है और इसे “नरक से भी बदतर” बताया था। Court ने central और state governments को strict measures लेने के लिए कहा है।

दिल्ली का air pollution crisis एक complex problem है जिसमें multiple factors शामिल हैं। इसे solve करने के लिए government policies, public awareness, technological interventions और regional cooperation, सभी की जरूरत है। 33.8 million लोगों के स्वास्थ्य की रक्षा के लिए immediate और sustained action आवश्यक है।
